The government says the overall cap will be known as the national planning level, which will bring new student numbers, though all categories are not capped. As mentioned earlier, postgraduate research students, school students, English language students, and students in category that includes exchange students will be excluded from the cap.
The exemption category students who will not be capped include students with Australian government foreign scholarships, students who are part of arrangements of courses that are completed offshore, and students from the Pacific and Timor-Leste.
The new student who would be capped in 2025 is only the new international student who will be to starting their education in the country.
Australia will cap Public universities with a combined cap of around 145,000 new international students. Universities that have low number of foreign students will grow in the 2025 cap. However, the cap will increase the concentration above 37%, and they will get growth around 50%.
Universities that are likely to get affected include group of Eight universities, such as
Private universities and non-university higher education providers, mostly small specialist colleges, will have only around 30,000 new foreign students.
The Vocational Education sector, including TAFES, will include an overall cap of 95,000 new International students. To encourage diversification, vocational education providers with a higher ratio of international students will receive lower allocations.
This will impact significant vocational colleges that primarily serve the international student market.
As per the government plan, the caps will allow some growth since 2019, and a longer list of exemptions could be seen in the public university sector as better than their worst-case scenarios. In 2025, the number of new international students could be much lower than 270,000.
