Highlights: IRCC declared new PR pathways for home care workers

• IRCC has declared new PR pathways for foreign home care workers.
• The new Pilot program will be effective from March 31, 2025.
• This new pilot program is launched under the Canada Home Care Worker Immigration Pilot program.
• This new pilot program is a replacement for the previous programs that expired.

New permanent residence pathways for home care workers

IRCC first announced the opening of the new immigration pilots for homecare workers on June 3, 2024. On June 17, 2024, Canada closed the Home Child Care Provider Pilot and Home Support Worker Pilot; the new Homecare Worker Immigration Pilot will replace the previous caregiver immigration pathways. 
 

Eligibility Criteria to apply for the new pathways

An applicant must fulfill the eligibility criteria to apply for this new enhanced care worker pilot:

• Have an official language equivalent to level 4 based on the Canadian Language Benchmark (CLB) scale. 
• Educational qualification must be equivalent to a Canadian high school diploma 
• Relevant and current work experience 
• Receive an offer of full-time employment for a home care job 
   

Note: As announced on June 16, 2024, Candidates for the previous homecare worker immigration program only require 6 months of eligible experience to qualify for the PR. However, IRCC has yet to announce further details and eligibility requirements.

Canada Immigration Level Plan of 2025-26

According to the Immigration Level plan of 2025-26, IRCC has allocated 10,920 new immigrant admission spots through Federal Economic Pilots under which the new Home Care Worker Immigration Pilot will fall. Though IRCC has not declared the pilot allocation, IRCC will have to divide these 10,920 new immigration admissions for 2025 between: 

• The New caregiver pilot 
• The Agri-food pilot 
• Community Immigration Pilot 
• The Economic Mobility Pathway Pilot
