The FHL rule dictates that if a Canadian citizen born out-of-country and has a child outside of Canada, this child will not automatically receive citizenship from their parents.
Although the government has already received an addition time from the Ontario Supreme Court, which will provide solution to FGL issue by August 9th, 2024.

IRCC has already implemented changes toward FGL to set rules to grant foreign citizens Canadian Citizenship.
These rules were initiated on May 30th, which will allow selected candidates who applied for urgent possession of their citizenship application which will be given to Canadian Citizenship based on two scenarios:
First scene: If the candidate has submitted proof of citizenship application and is subject to FGL rule change and has requested urgent processing by processing criteria then they will be considered.
OR
Second scene: In the second scenario, if the candidate has proof of Citizenship, the application is in process, and IRCC has already identified that the FGL rule processes it, it would be considered. The application had previously been de-prioritized until new regulations came in, but the applicant has since requested urgent processing.
These are the two scenarios based on which the urgent Citizenship processing would be considered.
