Need for Francophone Immigration:

According to the Federal Government Act, Canada has mandatory promotion and protection status for official languages, English and French. Besides these objectives, the government must ensure respect for enabling the development of both official languages in Canada. Languages include the advancement of the English and French languages equally in Canadian institutions and society, supporting the development of minority linguistic communities.

 

 Details about the new program Of Francophone immigration:

The measure includes a new Francophone immigration policy that will help expand the French-speaking minority community. Besides this, Francophone immigration policy will also have the renewal and expansion of welcoming Francophone communities.

 

Through the renewal of the Francophone communities initiative, fourteen Canadian communities will continue to receive funding to integrate French-speaking newcomers. This initiative will be expanded to allow the Canadian government to select up to 10 more Canadian communities supporting French-speaking newcomer integration.

 

The new Francophone Immigration Support program will fund projects that will remove barriers to Francophone immigration.

 

With these points, the Minister also highlighted that the target of this program is 4.4% French-speaking residents admitted outside Quebec, which was more significant than in December 2023, reaching to 4.7%. As previously announced, IRCC targets for this year and the upcoming year:

 

  • 6% for 2024
  • 7% in 2025
  • 8% for 2026.

Francophone Immigration Initiative for Targets:

IRRC announced new selection criteria for candidates applying through Canada’s Express Entry Program, which included the Federal Skilled Trades Program (FSTP), Federal Skilled Worker Program (FSWP) and the Canadian Experience Class (CEC). Among these, one more selection criterion was included: candidates with proficiency in French. Individuals need to prove a proficiency in French equivalent to a Canadian Language Benchmark (CLB) of 7 or higher in four sections: reading, listening, writing and speaking.

 

This initiative also increased Francophone immigration outside Quebec to 4.4% by the end of 2023. This initiative is also contributed by the Government of Canada’s Action Plan for Official Languages 2023-2028, which commits more than 80$ million CAD over five years to various immigration pathways that include French candidates.
