Abstract: Canada plans to increase immigration levels through Provincial Nominee Program.
The PNPs or Provincial Nominee Program of Canada are becoming increasingly popular. It is the most opted choice for international individuals who migrate to Canada under the economic class to gain Canada PR or permanent residency.
As stated in the Immigration Levels Plan 2023-2025, Canada plans to invite approximately 105,000 foreign nationals in the next three years. The target is set to increase to 117,500 in 2025.

To attract more international individuals, the Canadian authorities met in July 2022 and created a multi-year immigration plan specifically for the PNP. The plan was formulated to give the federal and provincial authorities the power to attract more foreign nationals to settle across Canada.
The commitment was again endorsed this month during the FMRI or Forum of Ministers Responsible for Immigration.
Since March 10, 2023, the Canadian provinces have started announcing the new allocations for PNP.
Ontario had requested increased autonomy over economic immigration and doubled the PNP allocation to 18,000. The details for increased allocations for other provinces and territories are given in the table below.

The Provincial Nominee Program was introduced in 1998 by IRCC or Immigration, Refugees and Citizenship Canada.
The increasing popularity of PNP among foreign nationals opting to migrate to Canada is due to the provincial and territorial authorities looking to address the workforce shortage in the region. Provincial Nominee Program aims to amplify the social, economic, and cultural advantages of migration across Canada.
PNP facilitates every participating territory and province of Canada to offer permanent residency to eligible candidates.
PNPs facilitate international individuals who fulfill the eligibility criteria the opportunity to migrate to Canada under base nominations or enhanced nominations.
The primary difference between base and enhanced PNP nominations is that the enhanced PNP nominations process is faster than base nominations. The base nominations have a processing time of 20 months, whereas the processing time for enhanced nominations is 11 months.
Base PNP nominations are made under the PNP streams outside the system of Express Entry.

Enhanced PNP vs. Base PNP. Which one to choose?
The provinces and territories of Canada have the power to nominate a particular number of eligible candidates for PR under Express Entry. The process is termed "enhanced" nominations.
The applicants in the pool of Express Entry who are issued a PNP nomination are awarded an additional score of 600 points under the CRS or Comprehensive Ranking System. The candidates have to score out of 1,200.
The candidates have more chances of receiving an ITA or Invitation to Apply in a subsequent Express Entry draw. They should be registered in the pool of Express Entry before applying for an enhanced PNP certificate.
The enhanced PNP application process includes four steps:
Step 1: Create an online IRCC account and submit a profile for Express Entry
Step 2: Receive a nomination for an Express Entry stream
Step 3: Receive an ITA
Step 4: Duly fill out the online application with IRCC.
