The Provincial Nominee Program (PNP) began in 1998 as a pathway for provincial and federal governments to expand the benefits of immigration across Canada.
Provinces are allowed to choose the eligible candidates they want to promote their economic growth and suggest that the Immigration Refugees and Citizenship Canada (IRCC) can offer them the permanent residence status.

There are two PNP stream nominations:
A base PNP stream is the first way to acquire permanent residence. To ensure that the eligibility criteria are met, the province will evaluate the application for the PNP stream, then issue a nomination letter to the immigration candidate. Following this, the candidate must apply for permanent residence at the IRCC.
According to the IRCC, the candidates presently choosing the base PNP stream to immigrate to Canada may expect the application process for permanent residency to take up to 27 months.
The enhanced nomination stream is the second pathway to acquiring permanent residence through a PNP. These streams coordinate with the federal Express Entry application management system.
The candidates eligible for an Express Entry program can increase their chances of receiving an Invitation to Apply (ITA) by obtaining the provincial nomination.

The provincial governments can view the Express Entry profiles created online and decide if the candidate would meet the province's requirements.
The Express Entry candidates are allowed to mention a specific province they want to settle in, as this can result in a province issuing a notification of interest for a candidate to apply for a provincial nomination.

Immigration is the shared responsibility of the provincial and federal governments in Canada. The provinces did not hold much influence throughout Canada's history, resulting in newcomers settling in British Columbia, Quebec, and Ontario of Canada.
