Quebec's contribution to Canada's total number of new permanent residents dropped to about 12.4% in 2021 from 21.3% in 2012.
From the Statistics Canada data, Quebec risks losing newcomers to the other Canadian regions. About 16.3% of immigrants who arrived in Quebec in 2009 chose other provinces in 2019, almost double that of Ontario.
