In two months, Croatia was granted the equivalent number of permits that were issued in July: a total of 132,000 permits. Croatia issued around 85,000 permit in 2024. 32,000 permits were extended, which is 78 percent more permits granted in 2023. Croatia issued 15,000 to seasonal workers in 2024.
Istria, Split-Dalmatia and Dubrovnik-Neretva counties granted several permits this year. Currently, Istria issued 14,000 approved permits, of which 3,000 were expanded. Dubrovnik Country issued 7,000 new licenses, of which 1,500 were developed to attract more foreign workers. The city issued 16000 work permits in Zagreb and expanded over 10,000 work permits.

Coastal cities in Croatia were more likely to receive foreign workers as they needed an increased labor force during the tourism season. Out of 27,000 total work permits Zagreb could only issue 309 seasonal work permits. Croatia is an attractive tourist destination, and the increased volume of tourists is pushing the government to deal with labor shortages immediately.
According to the 2023 Eures Stats, 30 occupations, including various professions, were needed in Croatia.
