Highlights: Finland issued 1 million Residence Permits in 2023

• Finland issued 1 million residency permits between 2015-2023.
• The Ukrainians, Russians, and Iraqis received a high count of residence permits. 
• Finland granted Ukrainians 158,358 residence permits, which was 16.1 per cent of all permits.
• Most residency permit applications were from Estonia, which Belarus and Russian citizens had filed.

Details of residence permits issued by Finland in 2023:

According to the recent immigration report, an estimated 978,506 Finland residence permits were issued in 2023. Ukraine, Russia and Iraq were the top 3 countries with the highest residence permits. 

Here is the estimated count of residency permits issued to each country:

Finland received the most resident permit applications from Estonia, majorly filed by the citizens of Belarus and Russia. 

Estonia remains an exception, as it is an EU country, and the citizens do not require a residency permit. 

As the Finnish Immigration Service revealed in 2023, 8,762 International students from third countries applied for residency permits. Out of these, 7,039 permits were issued for study purposes.

The most applications were received from China, Sri Lanka, Russia, India and Bangladesh.
