Finland witnessed an increase in foreign workers, granting 34,557 work-based residency permits in 2023. Of the total work-based permits registered, 15,081 were issued for first-time residency permits, and 19,476 were issued for extended permits.
The count of Finland work-based residence permit increased from 2022 to 2023, accounting to 28,455. According to official statistics, Finland issued 20,278 permits based on family ties. Finland also witnessed an increase in international students for study purposes. Finland immigration granted 12,795 new residence permits to students, which is 35 percent more than in 2022. The Finnish government also issued 5,372 applications for asylum seekers.
In 2023, Finland issued 78,799 permits, including those for third-country nationals, registration of EU citizens and their family members, and temporary protection beneficiaries.

According to EURES reports, Finland is facing labor shortages in more than 33 occupations. The labor shortages are seen in sectors related to healthcare, the food service industry, engineering, IT, construction, and metal processing. Finland needs a foreign workforce to fill the most in-demand jobs.
