Global Talent Scheme heralded as a success in Australia

David Coleman, Immigration Minister, issued a media release yesterday proclaiming the success of the Global Talent Scheme. It has now been renamed as the GTES (Global Talent Employer Sponsored) Program and will become a permanent feature of the Subclass 482 (Temporary Skill Shortage) Visa program. 

The GTES is a unique labour agreement that attracts high-skilled professionals for jobs that cannot be filled locally. It also caters to those jobs which cannot be filled by any other standard Subclass 482 programs. 

There are two streams under the GTES: 

1. Established Business Stream: This stream applies to accredited business sponsors in Australia 
2. Start-up Stream: This stream applied to startups in the STEM fields or the technology industry. Applicants under this stream must be endorsed by an independent advisory panel in Australia. 

18 businesses are listed under the GTES Program. 5 of these businesses come under the Start-up Stream. The rest of them are all MNCs and public companies. 

Revising industry labour agreements 

Industry labour agreements are specific labour agreements for specific industries. Each agreement has specific terms and conditions like the kind of occupations available, salary, English requirement etc. 

The following industries in Australia have a specific labour agreement: 

• Dairy industry 
• Meat Industry 
• Fishing industry 
• On-hire 
• Minister of Religion 
• Restaurant (fine-dining) industry 
• Pork industry 
• Advertising industry 

The Advertising industry is the latest among the labour agreements that have been added. 

Encouraging company-specific labour agreements 

Company-specific labour agreements are negotiated directly between the business in Australia and the Dept. of Home Affairs. These agreements are not as stringent as industry labour agreements. However, the DHA does specify certain minimum standards like salary, occupations available and English requirement, as per SBS News. 

Designated Area Migration Agreements (DAMA) 

Australia is now heavily focusing on the use of DAMAs for some regional areas. The DAMAs that are currently effective are: 

• Northern Territory 
• Great South Coast, Victoria 
• The Goldfields, Western Australia 
• Regional Workforce Agreement, South Australia 
• Adelaide Technology and Innovation, South Australia 
• Orana, New South Wales 

Another DAMA for Far North Queensland has been proposed.
