As imposed by IRCC's new immigration rule, PAL or Provincial Attestation Letters are needed to apply for study permits in Canada. PAL or Provincial Attestation Letters is a method by which provinces verify the foreign student’s acceptance into Canadian institutions. Previously, to get a study permit, students only had to show LOA, but now it is necessary to attest to PAL to acquire a study Permit in Canada.

IRCC began issuing PAL in Alberta on March 1st, 2024. The post-secondary institution will accept PALs of international students whom the institution receives.
To get a PAL through a DLI, international students have to give the specific DLI assurance that you want to study with them.
To present the proof, look for specific pages in DLI that show the students should pay an additional deposit for their admission to qualify for DLI request from the Albertan government for PAL.
Most Universities in Alberta will email the candidate stating that the PAL is ready to download for their final study permit.

As per IRCC, the Manitoba has begun issuing PALs to international students from March 4th, 2024.
The PALs in Manitoba will be done in the same way Alberta does by choosing DLI before the school can apply for PALs on their behalf.
The University of Manitoba indicates that the candidate must pay "CAD 2,000 by credit card before applying for PAL on the student's behalf. The fee should be paid within ten business days of the student application's decision.
Different DLI universities will have different requirements when requesting PAL, so it's better to check the requirements beforehand.
