Overview:

A new language test for the economic class immigration applicants has been approved by the Immigration, Refugees and Citizenship Canada (IRCC) and this test will be implemented earlier to mid-2023, by the IRCC.

These improvement changes will lay a pathway for more organizations to take part in designation and there is no limit on the number of contractual agreements and language testing providers that the IRCC can enter currently.

New language test for economic class applicants

Recently, a new language test for the economic class immigration applicants has been approved by the Immigration, Refugees and Citizenship Canada (IRCC) and this test will be implemented earlier to mid-2023, by the IRCC.

The total number of organizations designated for testing, continues to respond to the demands of the citizenship and immigration applicants. Despite that, the IRCC is improving further because of the increasing number of language test provider organizations seeking designation.

Presently, the procedure for a designated organization is time taking, complicated, and inadequately transparent and the IRCC is looking forward to adapting improvements and potential initiatives over the next 12 months.

These improvement changes will lay a pathway for more organizations to take part in designation and there is no limit on the number of contractual agreements and language testing providers that the IRCC can enter currently.

Roles and responsibilities

The roles and responsibilities of the department of language tests are undetermined and have policies and operational implications that are overlapped. It is crucial for the language designation team at the IRCC to balance the work of file management by improving and prioritizing the new policies.

A few details of the new policies have been updated but the IRCC’s main priority is to inquire and sign the service agreement with the company to issue an official designation and implement the procedure further.

The mid-term priorities are to undertake the policy analysis of emerging outcomes and the long-term priorities primarily focus on the wider review of the framework of language designation including the outcomes of the emerging evidence of language proficiency benchmark levels and technical designation criteria.

Measures of IRCC to align the CLBs with CEFR

IRCC is mainly focused to depend on the Canadian Language Benchmark (CLB), as some immigrant applicants are unsure about the Common European Framework of Reference (CEFR) for testing purposes. Instead of scoring on a scale of one to seven, the CEFR test-takers are scored on an alphanumeric scale of A1, A2, B1, B2, C1, and C2.

Further research on the CLB levels is important to help ensure all authorized language test constructs are similar in the level of difficulty and test purpose.

French language testing

The initiative policy design and intent may need to be aligned with the priorities of other department, especially IRCC’s as it is mandatory to promote and improve the francophone immigration across the country.

There is a higher demand on French designated organizations to improve their testing capacity, and greater contribution from new French testing organizations looking for designation. Meanwhile, the organizations delivering the TCF and TEF are set to respond to the increasing demand, this will position the Department in a stable level for any potential demand or increase, including through a more effective procedure for additional French language tests designation.

Further improvements

The IRCC Immigration Branch is said to relentlessly improve the future actions and measures aimed at enhancing the framework of the language designation.

Supporting the IRCC’s on-going priorities which include a review of the designation process to increase transparency and efficiency, improving internal communication as well as public facing relating to overall framework and acquiring interest for additional French language testing organizations.

To meet the growing demand for language testing, the Immigration Branch will also examine the possibility of implementing a language designation program with committed management and program functions as well as sufficient capacity to support a more coherent and streamlined approach to language testing. A dedicated program would support the IRCC to expand its policy while upholding the open intake approach to language testing designation currently.
