• IRCC has released new details for international students changing schools for winter or summer in 2025.
• International students who are changing schools in Canada can study before the new study permit is issued.
• International student can apply for their study permit via the study permit application extension.
• Student who apply for an extension of their study permit before November 1, 2024, are exempted from the new PGWP rules.

IRCC announced measures for International students who are changing DLIs

International students who are changing schools in Canada for the 2025 winter/spring semester will be allowed to begin studying at their new school before the issuance of a new study permit with certain conditions. To start studying at their new DLI before the issuance of a new study permit, students transferring schools in Canada:

• Must be accepted at the new DLI for winter/spring 2025 September intake
• Applied to IRCC for a new study permit via a student permit extension application
• Hold a valid study permit that doesn’t have the name of the new DLI on it
• Continue to meet all existing conditions of their study permit.
• All international students in Canada need to get an approved study permit before changing DLIs.

 

Eligibility Criteria to apply for a PGWP for transferring school

A student who applied for their new study permit and their new level of study must meet the eligibility criteria to apply for a PGWP:

 

Applied for new study permit before November 1, 2024:

Level of study	Field of study requirements
University bachelor’s, master’s or doctoral programs	N/A
University programs not listed above	N/A
College program or non-university program	N/A

 

Applied for new study permit after November 1, 2024:

Level of study	Field of study requirements
University bachelor’s, master’s or doctoral programs	N/A
University programs not listed above	Must graduate from an eligible field of study
College program or other non-university program	Must graduate from an eligible field of study

 

All international students applying for a PGWP (open work permit) must meet the new eligibility criteria for the language requirement of CLB level 7, either in English or French.

 

The Procedure for Transferring School

International students who are planning to change their School after the winter/spring semester must meet some conditions to apply for transfer:

 

If the students have remained in Canada since they received a letter of admission (LOA) from their new DLI,

 

• Continue meeting the conditions of their previous study permit
• Complete their previous course or program of study. The Old DLI must be:
• Closed
• Discontinued the course or program of study
• Lost its designated status
• Be on the suspension list
