IRCC reveals study permit allocations by Canadian provinces

Canada Study permits Allocations for 2025 

IRCC introduced the cap on study permit applications to support the federal government's objective to reduce the percentage of Temporary residents in Canada. The most recent Immigration Level Plan 2025-2027, announced in October 2024, was to first include targets for temporary resident levels, including new study permit holders and net new work permit holders under the IMP. 

According to IRCC, Canada will process 43700 study permits in 2025. IRCC has released a more detailed breakdown of how study permits will be issued in 2025, which is:

IRCC reserved 16.77% of all study permits for graduate degree students in 2025. On September 18, 2024, the government announced 12% of allocation spaces for Masters and Doctoral students. A total of 242,994 expected student permit applications were to be issued to other students requiring PALs. This would include post-secondary permit applications or those studying in non-degree-granting graduate programs. 

IRCC has broken down the total number of study permits expected to be issued for students requiring a PAL or TAL in 2025 by Canadian provinces and territories. IRCC will also process a maximum of 550,162 study permit applications for students requiring submitting a PAL or TAT with the study permit applications.

Canada implemented new PAL requirements 

IRCC announced that master’s and doctoral students must submit PAL letters on September 18, 2024. IRCC has also conferred that new requirements will be practical from January 24, 2025. Exemption students will also join the group that wouldn’t need to submit a PAL or TAT in the new exemption. Groups that are excluded from PAL or TAL requirements include: 

  • Secondary and Primary (kindergarten to grade 12) students
  • Previous studies permit holders to apply for an extension at the same designated learning institution (DLI) and the same level of study.
  • Certain priority groups and vulnerable cohorts 

Under the Plan, the cap on study permit application allocation helps support the target of 305,900 student arrivals in 2025. The cap in Canada study permit for international students, along with new restrictions on family open work permits and tightened requirements for Post-Graduation Work Permit (PGWP), is expected to contribute to a planned reduction in arrivals of foreign nationals under the IMP.
