IRCC to implement Express Entry reforms in the first quarter of 2023

Highlights of Express Entry reforms

• Immigration Refugees and Citizenship Canada (IRCC) will be holding Express Entry draws during the first quad of 2023 for the candidates based on Canada's labor market goals.
• Around 1500 candidates are invited, having a minimum CRS score of 557.
• The next Express Entry draw is anticipated on July 20, 2022.

New Express Entry draws

The Express Entry draws are to be held during the first quarter of 2023; currently the Department of Planning is preparing the technical implementation for that.

The recent Bill C-19 allows the immigration department to welcome federal programs like Express Entry candidates based on criteria that support provincial or territorial economic needs. The department grants IRCC to initiate Express Entry invitation rounds, which are based on a candidate's language, occupation, or educational accomplishments.

This new regulation engages the ministers to participate in the public consultation process and update the draw details consisting of the economic goals.

Modifications of Express Entry

For applying to Express Entry system, the process is not allowed for IRCC to send invitations to apply (ITAs) to qualify for in-demand skills, without any amendments. For particular sector, when there is high need.

IRCC successfully invited as many candidates throughout the pandemic, as many as they wanted through the programs that were existing. For an example, Canada welcomed many Canadian Experience Class candidates who were there in the pool on February 13, 2021, and sent 27,000 invitations.

With the new regulation, IRCC successfully tried to modify its strategy though there are COVID travel restrictions, to have initiated Express Entry candidates in accordance with program that they are eligible.

Previously, this step was taken to attract Express Entry candidates who have been eligible for the following two routes: the CEC, because these candidates were most already in Canada, and those who had a choice from a Provincial Nominee Program (PNP).

IRCC was unable to attract the pool of Express Entry candidates based on a candidate's education credential, language ability or occupation. Instead, PNPs have specific criteria that grant them to welcome eligible Express Entry candidates.

To obtain Provincial Nominee Program (PNP), the candidates have to complete the specific application process with a provincial or territorial authority.

All-program draws to continue at regular intervals

The first all-program draws were held on July 6, and the next federal government program, Express Entry-related draws, is expected to happen on July 20. Candidates were invited irrespective of their eligibility, from December 2020, to any Express Entry-managed program.
