Permanent Residency for Semi-Skilled Workers

Canada introduced this pathway to contribute to the Canadian immigration system by expanding the PR process in the country. The new program will provide semi-skilled workers under TEER levels 4 and 5 with Canada PR.

 

TEERS 4 and 5 mainly focus on candidates who need on-the-job training or a high school education. In some cases, TEER 5 does not require formal education but qualifies for limited occupations that usually require short-term work experience.

 

TEERs 4 and 5 are not allowed to apply for Federal immigration programs operated by Express Entry. Newcomers who arrive in Canada to work in one of those occupations often face more difficulties becoming a permanent resident, which adds to Canada’s number of temporary residents.

 

In the current labor market, many newcomers arrive as temporary residents and have to work in “low-skilled” positions. There has been a shift in the employment of temporary foreign workers and international students towards low-skilled industrial sectors, including the accommodation, food, and retail trade sectors.

Temporary resident levels

The new permanent residency pathways for TEER 4 and 5 newcomers are another example of how IRCC is shifting towards reducing the number of temporary residents in Canada. Usually, Temporary residents such as workers, students, and visitors are not capped. Still, IRCC has decided to implement a hard cap on the number of international student applications it will process this year. IRCC also included temporary resident levels in the 2025-2027 Immigration Levels Plan, which is expected to be released on or by November 1.

 

Another way IRCC will rein in the number of temporary residents is through increased domestic draws. IRCC is looking to make temporary residents living in Canada permanent residents before considering inviting more immigrants to the country. Currently, IRCC issued 14,575 invitations to apply to CEC candidates.

 

IRCC introduced this new measure to reach its annual target of permanent residents for this year and the upcoming year and shrink the temporary resident population.
