On September 19, 2022, the government of the Netherlands relaxed the rest of the COVID-19 entry restrictions for travelers, including those from non-EU countries.
As the announcement of the eased travel restrictions has been declared, the Dutch authorities have mentioned, a proposal to be issued by the EU Commission, on revising the entry rules of COVID-19, to the member states.
Europe will once again introduce domestic restrictions for travelers if the COVID cases increase in the autumn or winter of 2022.

As of September 7, 2022, the Dutch government has planned to relax the COVID-19 travel restrictions for the Netherlands.
Currently, the government believes that the travel restrictions for the Netherlands are quite unnecessary as the epidemiological situation is no longer comparable to before.
It is also stated that the relaxed travel restrictions apply to travelers as well as those foreign nationals entering from the Schengen area and non-European Union countries.

The Netherlands stands among the three EU countries that have been following the entry restrictions besides Luxembourg and Spain.
Anyhow, the Netherlands eased all the restrictions on September 19, 2022, leaving the other two countries still in place.
The Spanish authorities have declared that the travel restrictions for Luxembourg and Spain are extended until November 15, 2022, for all visitors from non-Schengen and non-EU countries.
The Spanish Ministry of Health has taken this decision, which was later published in the Official State Gazette. All travelers from Schengen/non-EU countries with over 12 years of age, must show a certificate of vaccination or negative report upon their entry into the country.

On the other hand, Luxembourg has strict entry rules allowing only those who are vaccinated against COVID-19. According to the announcement made in July 2022, the Foreign and European Affairs, the restrictions of Luxembourg, will exist till the end of September 2022.
