Newfoundland and Labrador introduced new changes to the PNP application

Foreign nationals who want to apply for the new system must create an Expression of Interest (EOI) to be considered for these programs. The province will review the EOIs further and send its preferred candidates to ITA to apply for nomination or endorsement. Foreign nationals will not apply to the province for nomination or endorsement without first receiving an invitation from the province.
 

How the new EOI system works?

The newly announced EOI introduced a two-step process for Immigration candidates. In the new system, foreign nationals must submit a short form first that will outline key details about their qualification, which will include:
 

  • Occupation
  • Education
  • Language skills
  • Intention to live in Newfoundland and Labrador
     

Once the province has processed and reviewed the EOI then the candidate will be invited to proceed with applying for the nomination to the NLPNP or their certificate of endorsement for the AIP. The processing time for the new application are also expected to rise due to this change. 
 

The reason to streamline the NLPNP process is to targeted approach to immigration by helping to ensure that the right candidates are chosen to fill critical roles with the province, particularly in the sectors that are experiencing labor shortage such as healthcare and education.
 

AIP PR application will be processed directly through Federal government. This contrast to the applications to the NLPNP will lead to PNP from Newfoundland and Labrador if:
 

  • Submit complete application to the Canadian federal government
  • Submitted under the Express Entry aligned stream with a valid Express Entry Profile and receive an ITA under the Express Entry system which will allow them to apply for Federal government for PR directly.

 New changes to the NLPNP

Newfoundland and Labrador have introduced new changes in recent months, which reflected a significant demand for immigration and the province's efforts. In January 2025, the NLPNP also declared a pause on the processing of Vacancy Assessments and AIP designations for employers. NLPNP also has plans to provide an additional 1,000 economic Immigration spaces as well as to accept 290 new humanitarian immigrants over the next 2 years. The total increase brings the province to immigrant nomination allocation to 2,525 for immigration.
