Norway to levy tuition fees for non-EU students from 2023

Highlights for Norway’s new rule for non-EU students

  • Norway to impose university fees for international students including Third-country citizens from September 2023.
  • Norwegian students can continue studying tuition free at Norwegian universities.
  • Education remains free for students who are coming from Switzerland, European Economic Area (EEA), and for exchange students.

Changes in Higher Education in Norway for Foreign students

Norway introduces a new proposal for third-country citizens and foreign students applying for higher education at Norwegian universities. From September 2023, all foreign students as well as third-country citizens have to pay tuition fees for higher studies in Norwegian universities.

All the students including foreign students are currently studying tuition free at Norwegian universities. This is going to change from the autumn season of 2023 (September 2023).

Ola Borten Moe, Minister of Education, Norway presented a new proposal

  • Norwegian students pay their tuition fees if they have to study abroad. Hence we want to implement the same, but with reasonable amounts for all the foreign students. We are open to all students across the globe.
  • We have decided to introduce tuition fees for students coming from outside the EU (European Union) and Schengen Area so that the universities could meet the costs per foreign student.
  • Along with this, we have made tuition-free education available for EEA country students, Exchange students, Norwegian students, and Switzerland students.
  • From now onwards, international students will get attracted to the well-equipped quality education that Norwegian universities provide, but not the free education.

Study in Norway Costs

The Norway Government proposed a budget of NOK 42.8 billion for the universities and colleges funding.

According to the 2023 budget for education, the Government maximized the framework for the construction of the dormitory by 50%. That is from NOK955,700 to NOK1,450,000 per dormitory throughout the country.
