Quebec could not welcome 44,000 new permanent residents under the multi-year plan in 2020. Instead, only 25,225 new permanent residents arrived in Quebec that year.

Quebec expects an increase in roughly 30,000 temporary foreign workers with a work experience in the province from last year.
