Quebec releases 2023 occupation list of simplified LMIAs

Highlights: Quebec released updated LMIA Occupation List

  • Quebec released simplified LMIA occupations list on February 24, 2023.
  • From March 2023, all the applications for Quebec will be processed using NOC 2021.
  • Applicant should submit LMIA application to both Quebec and Canada.
  • Quebec made changes in LMIA as per the NOC 2021.

TEER 0 Management occupations

Advertising, Marketing and Public Relations Managers; Financial Managers;

TEER 1

Occupations that usually require a university degree Financial Advisors; Software Engineers
TEER 2 Occupations that usually require a university degree, a college diploma, apprenticeship training of 2 or more years, or supervisory occupations

Computer Network and Web Technicians; Medical Laboratory Technologists

TEER 3

Occupations that usually require a college diploma, apprenticeship training of less than 2 years, or more than 6 months of on-the-job training Bakers; Dental Assistants and Dental Laboratory Assistants
TEER 4 Occupations that usually require a high school diploma, or several weeks of on-the-job training

Home Child Care Providers; Retail Salespersons and Visual Merchandisers

TEER 5

Occupations that usually need short-term work demonstration and no formal education

Landscaping and grounds maintenance labourers; Delivery service drivers and door-to-door distributors

Quebec LMIA Vs. Canada LMIA

LMIA applications should be approved by both provincial and federal governments. Hence Quebec based LMIAs should be submitted to both Government of Canada and Government of Quebec. If not, the applications will be rejected.

Quebec LMIA changes in line with NOC 2021

Applications submitted on or after November 16, 2022 will be processed according to NOC 2021. In 2023, all applications will be processed using the updated NOC 2021 system.

Eligibility criteria simplified LMIA processing in Quebec

Quebec should offer equal working conditions (like salary) on par with Canadian citizen or permanent resident. The LMIA application should meet the specific requirements mentioned by the employer.

Should comply with rules  and regulations

Employers looking for simplified LMIA processing are required to prove that their business:

  • Established in Quebec
  • Meet all the requirements mentioned in the job offer
  • Should be free of convictions as per the section 99
  • Offer a job that meets Workforce demands

Provide health insurance

Quebec Employers should give free medical insurance (that covers urgent care until the employee is eligible for RAMQ).
