Recommendations by WES for Canada’s Healthcare System

The policy brief of WES makes 6 recommendations to shed light on the matter.

  1. The data collection by the IRCC or Immigration, Refugees and Citizenship Canada on the educational background and intended employment for all the classes of immigrants needs to be improved. It would include:
  • Obtaining the type and level of healthcare education and training, the status of license in other jurisdictions, and the intended employment role of all the internationally-educated health professionals or IEHP migrants to Canada. It includes all the immigration categories such as temporary workers, permanent residents, refugees, and international students;
  • Tracking of the IEHPs who switch from study permit/temporary work to permanent residency or citizenship status;
  • Continuing IRCC’s collaboration with Statistics Canada to develop the Longitudinal Immigration Database (IMDB) and supporting enhanced data exchanges, for example, through the social data linkage environment;
  1. Implement the Disaggregated Data Action Plan by Statistics Canada announced in the federal budget of 2021.
  2. Improve and regulate the process of reporting for occupational regulatory bodies.

  1. The provincial occupational regulatory bodies are required to collect the data on IEHPs looking for registration in healthcare professions.
  2. The data reporting requirements need to be standardized for occupational regulatory bodies in the healthcare sector and among provinces. The data must have the following information:
    • The number of IEHPs who have applied for professional registration in the applicant pool.
    • The number of successful and unsuccessful IEHP applicants for each year.
    • Detailed information on demographics about successful and unsuccessful applicants.
    • The duration of the application and assessment process.
  1. Linking of data of the applications and the registrations by the occupational regulatory bodies to employment outcome data.

Approximately 25% of Canada’s healthcare and social services workforce has professionals who chose to migrate to Canada. The international students will gain much valuable work experience and then can consequently apply for Canada PR or permanent residency.
