Details of the immigrants who migrated to Quebec:

Last year, Quebec's temporary population surged up to 46%, around 528,034. In 2023, Quebec had 167,435 temporary workers, excluding 117,745 international students holding the right to work in Quebec.

 

Immigration was the sole source of growth for Quebec's labour pool. From 2015 to 2023, there was an increase in Quebec immigration by:

 

  • 272,000 permanent immigrants
  • 112,000 temporary resident

 

Quebec gained around 100,000 working-age immigrants last year, almost triple the 39,000 average increase between 2015-2023.

Quebec has a cap for permanent residency for 50,000 people a year. Quebec has set no limits on temporary skilled workers.

Temporary Immigration Pathways:

There are two ways for Temporary immigrants to migrate to Quebec such as:

 

  • The Temporary Foreign Workers Programs
  • Ottawa’s International Mobility program

 

Last year, the International Mobility Program welcomed 107,615 foreign workers permit holders. In the previous year, 59,820 temporary immigrants entered Canada through Quebec's Temporary Foreign Worker Program, with 23% of them being workers in the agriculture sector.
