The U.S. Department of State has adjusted the interview waiver system for non-immigrant applicants. The changes will be effective from Jan 1st, 2024, and it will updated by the end of December. The waiver will stay till further notice, which will be subjected to review.
Non-immigrants who will be seeking student visas will be qualified for the interview waiver program only if:

To be eligible for the interview waiver, the applicant must be from this specific criteria list:
In late 2021, the U.S. Department of State initially granted an interview waiver for some non-immigrants who had already been issued visas. Later in 2023, this system will be implemented more prominently.
As per the recent changes, the interview waiver will not apply to first-time applicants from U.S. visa-waiver countries.
Depending on the local condition, the consular officer might require an in-person interview.
