The District Court of the United States has removed two of the rules that have been dated June 22 and June 26 of 2020, for the District of Columbia. These two rules were withdrawn on February 7, 2022, and the USCIS has discontinued them since February 8, 2022.
The USCIS will be adapting the July 26 editions of Form I-765 and Form I-589, effective on November 7, 2022. Up till then, you will be able to submit the previous editions or the new editions.

The United States Citizenship and Immigration Services (USCIS) introduced the revised edition of the application for Withholding of Removal and Asylum (Form I-589), and the application for Employment Authorization on July 26, 2022.
The USCIS will be adapting the July 26 editions of Form I-765 and Form I-589, effective on November 7, 2022. Up till then, you will be able to submit the previous editions or the new editions.
The date, along with its important instructions for the edition, is found at the end of the application page. It is crucial to be aware of the information that is provided in the previous editions since it may have information that could be expired or outdated.
