Canada Immigration Plan for (2024-2026)

IRCC initiated various changes for those coming to Canada in 2024. As of now, Canada's immigration plan for 2024-2026 denotes inviting a total of 485,000 permanent residents (PRs) in 2024. Canada will also update various programs and launch Artificial intelligence (AI) for a smoother procedure.

Changes in Express Entry Draw:

In 2023, IRCC invited candidates based on category-based draws. IRCC prioritizes the following categories based on the following:

  • Those with French language proficiency
  • Those with recent work experience in any of the following five industries: Healthcare; Science, Engineering, Technology and Mathematics (STEM); Trades, Transport and Agri-Food/Agriculture

In 2024, IRCC will have a category-based draw, but the focused category won’t be the same as in 2023. The type of ITAs issued would be addressed based on the Canadian labor market. This step also indicates that there would be a chance the new sectors and proficiency might be chosen as areas of focus by IRCC.

Guidelines of New Provincial Nominee Program:

Provincial Nominee Programs (PNPs) refer to immigration pathways that allow local governments to select eligible candidates to help them address labor market gaps. According to IRCC's latest immigration levels plan, PNP is projected to plan the most significant immigration pathways in 2024.

PNP developments mean that newcomers pursuing this immigration pathway will have a clearer picture of their options to immigrate to their provinces or territories of choice or regional governments.

Sectors through which IRCC will invite:

  • More Parents and Grandparents Program Admissions spaces:

Previously, in 2023, Canada aimed to welcome 28,5000 immigrants through the Parents and Grandparents Program (PGP).In 2024, as the latest immigration plan indicates, the PGP targets will grow by 32,000 and 34,000 in 2025 and 2026.

  • Enhancements to Canada's International Student Program:

To strengthen the integrity of the international Student Program across Canada and better protect incoming foreign nationals, IRRC launched a reform of Letter of Acceptance (LOA) verification system that will impact all study permit applicants.

DLIs across Canada Will first confirm every applicant's LOA directly with IRCC. Only then can they proceed with further guidance. This measure is to ensure there is no fraud from students.

In 2024, as discussed in November, IRVV will conduct a review of its Post-graduation Work permit (PGWP) program. Many international students could apply for PR benefits from PGWP as the CRS score treats Canadian Work experience favorably.

  • Increasing the use of AI and technology:

IRCC is committed to using more technologies and AI in the immigration space in 2024. These initiatives have aimed to reduce processing times and improve tools for IRCC officers to help Canada meet the country's immigration and diversity priorities.

This digital transformation will improve the client experience for immigration candidates in:

  1. Improving standard Services
  2. It creates transparent partnerships between employers and institutions that rely on Immigration while addressing fraud and ensuring student and worker protections.
  3. They are making applications more user-friendly with digital and virtual technologies.

  • Creating a New IRCC Advisory Board:

IRCC will create a new advisory board that will focus on matters relating to immigration policy and service delivery. This board will include people who are well aware of the culture of Canada and have experience with Immigration.

  • Introducing a Chief International Talent Officer:

Canada Immigration Department will introduce a new Chief International talent officer (CITO) role. They will be responsible for improving the alignment between the country's immigration system, the labor market, and sectorial strategies.
