What is the Canada Provincial Nominee Program (PNP)?

A Provincial Nominee Program (PNP) is a pathway offered to Canadian Permanent residents for individuals interested in immigrating to specific Canadian provinces or territories.

 

Securing a Provincial Nominee program can benefit prospective immigrants to Canada, but sadly, a province can cancel or withdraw an applicant’s nomination for various reasons.

 

It is operated by 11 of the country’s provincial/territorial governments, excluding Quebec and Nunavut; PNPs are always in the top two pathways in Canada. Indeed, PNPs were the most extensive immigration program in the country for both this year and last.

What difference does it make if an individual acquires a PNP nomination?

Acquiring a nomination through one of Canada’s PNPs can significantly affect an individual’s chances of successfully immigrating to Canada.

 

PNP nomination can give the prospective immigrant a pathway to enter Canada through one of the many streams made available by each government under their particular program. Other than that, a provincial nomination provides the nominee with 600 additional Comprehensive Ranking System (CRS) points. If they are already an Express Entry Candidate, they go through enhanced nomination.

 

These points guarantee that a candidate in the Express Entry Pool will receive an Invitation to Apply (ITA) for permanent residency in Canada. 

 

Provinces have the right of cancelling or withdrawing the PNP nomination:

At the time of participating, each participating province makes it clear that nominees can have their PNP nominations cancelled if they don’t continue to meet the conditions of their nomination. This can occur before an applicant is approved for Canadian PR.

 

For instance, some conditions could include an in-hold offer of employment that allowed the candidate to become eligible for PNP nominations or maintain a certain level of funds required to immigrate to a particular province.

 

Another withdrawal condition can be misrepresentation by the Government of Canada as directly or indirectly representing the material or facts in an irrelevant manner. This can include anything related to immigration, such as failure to report changes to your situation through the application procedure.

The following will outline additional reasons provided by each province as to why the local government may cancel or withdraw a candidate’s PNP nomination:

PNP

Reasons to cancel or withdrawn nomination

British Columbia (BC)

The PNP nomination in BC get cancel or withdrawn only if they fail to apply for PR to IRCC before the nomination expiry date.

Ontario

       To avoid such circumstance in Ontario the candidate need to give Ontario a reasonable basis of their intention of residing in Ontario until they receive the PR.

Manitoba

The government of Manitoba may cancel or withdrawn your

Saskatchewan

Reasons include voluntary nominee withdrawal, approval for permanent residence under another program

Nova Scotia

    If IRCC finds that the principal applicant, spouse, or dependent is not allowed to immigrate to Canada then the candidate may lose their candidature

New Brunswick

Failure to request to modify a nomination before expiration, and if the applicant does not genuinely intent to reside in the province

Newfoundland and Labrador (NL)

Failure to reveal any changes in their status such as marital status, arrival of a child, or employment changes may lead to nomination cancellation

Northwest Territories

Nominees must apply for permanent residence within six months after obtaining nomination approval to avoid withdrawal

To secure a PNP nomination, candidates must follow the requirements set for respective provinces. This also includes maintaining eligibility criteria, revealing any changes in status and providing every detail that will lead to Canadian PR.
