Here are the criteria to sponsor parents and grandparents for Canada PR under the PGP program:
Must be aged above 18 years
Must be a PR holder of Canada or Citizen of Canada
It should be a child or grandchild of the person who they want to sponsor
Agreement to reside in Quebec
Must have sufficient proof of income
Must meet the minimum necessary income requirements
Should sponsor family members according to IRCC
Stepmother, stepfather, or step-grandparents are also eligible
Must not have criminal records
Must be have any debt owed
Must not violate any immigration rule
Reside in Canada
